Job Description

Our Client:

Our client, an international organization that provides physical commodities to various part of the world is on the lookout for an experience Technical Manager (Bunker) to join their Engineering Team in Singapore.

The Responsibilities:

* Ensuring the time-chartered barges has rigorous assurance and control processes documented, processes and procedures in place to ensure they are implemented
* Establish contracts and operating standards for all barges delivering on behalf of organization
* Develop a risk matrix and create mitigation plans for key risks
* Lead the training and awareness of port controls and regulations across the front office traders, operators, cargo officers) to ensure they can enhance the monitoring and enforcement of the required standards
* Conduct spot checks on controlled and third party barges
* Defining and assessing the selection criteria, vetting and assurance processes for third party deliveries
* Appointing and overseeing third party surveyors and agents to support our compliance and assurance program
* Liaising with the MPA and other relevant bodies to support and promote high standards of bunkering operations in Singapore
* Oversee and monitor the oil stock and loss management processes for controlled barges
* Lead the QMBS process with both internal and external audit
* Lead on the investigation and resolution of claims and disputes relating to quality and quantity
* Managing ad-hoc projects

The Requirements:

* Minimum 10 years' experience in the Marine Industry with relevant certifications
* Preferably 3 years on board vessels with minimum rank of 1st Officer
* Experience on board Singapore bunker barges
* A strong understanding of TR48/SS648 and the inner workings of the Mass Flow Meter
* Good knowledge of the QMBS processes
* Ability to analyze bunker profile graphs derived from the Mass Flow Meter
* In-depth knowledge of ISO 8217: 2010/2012/2017 procedures and specifications
* Experience in analyzing and interpreting fuel and gasoil specification results
* Knowledge of assurance processes and procedures and also with Site inspection and investigations
