Job Description

Our Client:

Our client is one of the largest main contractors in the construction industry in Japan. Their Singapore branch is looking at to hire the Head of QS Department who reports to the MD and DMD directly. They are looking for energetic individual who has strong leadership and knowledge in the construction field.

The Responsibilities:

Management

* Report directly to and be accountable to MD/DMD
* Work closely with other HODs (Architect , M&E, technical, BD, etc.)
* Lead, manage, organise, and oversee the QS(Quantity Surveyor) staff around 25 head counts
* Check and verify the work of QS staff
* Appraise and recommend to MD / DMD for appropriate disciplinary actions or rewards upon QS staff for their performance
* Chair regular QS meetings and ensure good communication amongst QS members
* Identify and nurture successor
* Show leadership and build conducive bonds amongst QS staff

Competency and Competitiveness

* Training - to ensure QS staff are competent in their works
* Research, summarise, keep and update cost data (unit rates of works)
* Monitor the market conditions in terms of subcontractors, labour, materials, machinery, demand and supply and cost fluctuation
* Enhance and ensure TC's cost competitiveness

Tender

* Identify the contractual requirements and risks of each tender/ project
* To ensure competitive pricing for tender
* To ensure QS to source at least three valid quotations from qualified vendors for each trade or works
* To cross-check the works of QS team to ensure no mistakes or omissions in the quantity and pricings
* With MD/DMD's consent enter into first-refusal exclusive or non-exclusive agreements for support with specific suppliers/ subcontractor/ consultants
* Work with the tender-leader (TPM) and HODs to conclude the tender cost and conditions as a whole

During Construction

* Procurement support - if the project teams request
* Contractual matters support or clarifications - if the project teams need (such as claims and application of EOT)
* Support the project teams in dispute avoidance and resolutions (with the clients and subcons/ suppliers, and third parties)

The Requirements:

* Bachelor Degree of QS / Architecture / Civil Engineering or relevant degree
* Minimum 13 years of relevant working experience in Construction sector with 5 years and above management experience of QS department
* Possess strong knowledge in QS
* Proficient in Word , Excel , Power Point
